that lamp is somewhat valuable. it appears to be a metal halide lamp, people use them to light reef aquariums, they cost a few $

are there any markings on the bulb? (don't touch the bulb, some can be ruined by the oil in your skin). the light spectrum the bulb emits is important if used for an aquarium
 
Depending on the wavelength of the lamp, it could be specifically designed for curing parts assembled with uv curing adhesives.

The design is straight forward. Usually these are plugged into a Gra-Lab timer, the operator inserts the items for irradiation, closes the cover, sets the timer and starts the cycle.

It sounds like you're smelling O3 which indicates strong 258 nM UV-C radiation. Ozone is a health hazard in its own. The biggest risk is eye damage from exposure to these rays. It is probably strong enough to cause sunburn in under a minute to unprotected skin.

Reef lamps are jacketed and emit little UV. This is a double ended lamp with no jacket. Use other than intended is extremely hazardous!

Well "somebody" is just trying to make some biological experiments with mutations........what possible harm could that do? 😀
