photoshop can't save, not enough memory

there's a user here that always uses photoshop. this is her job to create stuff in photoshop. she frequently gets not enough memory errors when trying to save her work.

the pc is a pretty high end pc. it has 4 gigs of ram, either a intel 3ghz or amd equivalent cpu, windows xp pro, has plenty of HD space. i've done some optimization tweaks i found on Adobe's site but the problem keeps returning. the whole pc was even replaced with a new one at one point.

i don't know what to do anymore.

 
i can't remember if the pc has 2 drives or not but it has 2 partitions and i think the scratch disk is on the opposite partition that photoshop is installed on.

the files she is saving are being saved to a external hard drive through usb but we get the errors when saving to the local partitions also.

i talked with a adobe tech rep and she had me change the memory usage to 40% from 55% and reboot. well, rebooting worked but she lost the work she had already done. the tech rep said that she would have to reboot to clear the memory. i told heri understand that but that doesn't help her when she loses her work and has to save all over again.
