I just want to make parody type pics. I figured out how to cut out the part of the pic I want, but I can't figure out how to overlay it on another pic.

Well, I've been trying to get around to making a PS tut on this exact subject for some time now but I haven't gotten very far.
In short, use one of the selection tools to get the part you want from the picture. It does NOT have to be the EXACT piece, but just the general area.
Now go to Edit>Copy(or cut), then go back to your other picture. Paste the copied piece onto this picture(Edit>Paste). If it does not create a new LAYER (a photoshop pic is broken up into layers, view them by going to Window>Layers) on top of the "background" layer, then make a new one (Layer>New>Layer) and paste it onto that one(Edit>paste). Now select the new layer(the piece you cut from the old picture) in the layers window, and select the "move" tool(top-right arrow in the toolbox on the left of your screen) and move it to the area you want it to be in your new picture. Now go back to the Layers window, select your new layer, and look for the thing that says "Opacity". Click and hold, and a slidebar should show up. move it down to about 50% or whatever you feel comfortable with.
Now go to the bottom-right part(I think...I'm doing this from memory) of your toolbox, and select the Magifying glass. Zoom in on the part of the picture you are changing to make it easier to clean up. Now click the eraser (left-midd of the toolbox) tool and cut down the pic around the edges so it looks just right, according to your tastes.
