I am in the market for a new photo printer since mine recently died. Im not wanting to spend more than 400.00 so what would you recommend? My wife uses it mostly for 4x6 5x7 of stuff she has shot.

At those sizes you are better off, economically, having them printed professionally. Ink ain't cheap and it's not until you get in the 8x10 and bigger range that you'll see much in cost savings.
If she wants to get total control over output, I recommend:
It uses dye instead of pigment inks, but the longevity on the prints is 100+ years and has a punch that pigment inks still can't match. If she gets it profiled correctly, it will blow away anything printed up by anything other than a professional or custom lab.
Canon pixma pro-100 is a top end dye based ink jet that prints fantastic photos up to 13"x19". It is also under rebate right now so your cost will be less than $200 after rebate. See here:
The canon Pixma MG7120 is around $130 and prints (8 1/2 x 11 max) at 9500 X 2400 resolution. It does a 4 x 6 in 21 seconds. You can also (biggest plus) use the cartridges at www.swiftink.com that are $6 ea instead of $12.
The MG7520 is newer and a little more $ if you can't get the MG7120.
