Linux will not drop radeon untill AMDGPU will support more then only GCN1.2 might be soon but knowing AMD it will probably take a while.
You've got things backwards. To reiterate: GCN 1.1 and 1.0 support for AMDGPU already exists. They can't roll it out until enough distros move to newer kernels. That will allow the kernel maintainers to drop radeon support for GCN 1.0/1.1 entirely in favor of AMDGPU.
AMD's software development cycle has very little to do with this process, since parts of AMDGPU and most/all of Linux kernel development is carried out by people that do not even work for AMD. If you want some indicator of how long it'll take, look at how quickly the radeon drivers have improved compared to the Linux versions of Catalyst, or take a look at how well AMDGPU has progressed for GCN 1.2 products.
