Phoneline Networking problem

I got 2 USB Netgear PA-101 phoneline networking adapter. It let me network 2 computers together using your existing phone line. Here's the problem, i know the USB adapter works for sure because the "power" light comes up when i plug it in the USB port, but when i tried to connect the phone line to it, the light "link" doesn't lit up and the my computer still shows it as "not connected". What am i doing wrong here? I have 2 pc running windows XP and they both recognize the USB device perfectly. Both of them are connected to the phoneline and yet, both PC still saying that it's not connected. Can someone help me?

I assume the same phone line (i.e. same phone number) is being used on both sides of the connection?

Also, are you using Internet Connection Sharing (ICS), or something equivalent. If your goal is to share an internet connection, you've need to specify one machine as the server.
