Is there programs out there for any type of phone that can figure out where you are and what signal you are getting from that spot? That way you can have a better idea of what the signal is in places instead of using the Coverage maps on the Carrier's site. Or is there already a site that does this?

I'm lost... you want a phone that tells you the signal you're getting from the spot you're at? Every phone tells you the signal, and if you don't know where you are then finding how strong of a signal you have is the least of your worries.

You can get a numerical value in dB's from most phones using the factory "Field Test" mode.

For Nokia's and iPhones, field test is reached by dialing *3001#12345#*.

As far as tracking it with a GPS, I'm not sure of any program that takes GPS coordinates and combines them with signal strength. But there's user generated mash-ups out there like this:
