Well, that guy with a e6850 @ 3,0GHz scores this:

3DMARK Vantage
-----------------------
overall score 10328
cpu 5345
gpu 14982

How do your scores look like?

Your CPU score is quite low for a Phenom, try to disable AMD power saving schemes like CnQ. Your GPU score is barely higher than my GPU score, so it means that there's a CPU bottleneck or really high RAM timings, your CPU can be an issue in CPU dependant games.

My Vantage Score:

P Score: 10506
GPU Score: 9502
CPU Score: 15396

GPU Test 1: 27.54
GPU Test 2: 28.13

CPU Test 1: 2071.88
CPU Test 2: 21.87
FT 1: 813.73
FT 2: 5.83
FT 3: 24.81
FT 4: 23.03
FT 5: 42.72
FT 6: 55.70

How come he gets GPU score of 14k while CPU is 5k then if my phenom is the bottleneck

I don't think it is your CPU it is something else.......
My score.

And that score is with stock, i tried with @ 3.4, there was no chance whatsover, and i don\t like playing with these high voltages (Stock cooler >P)

5870 uses more power than the GTX 260. What's your PSU specs? Total Watts and volts on the 12v rail(s)? I'm not sure if that can affect performance, but maybe.

The only thing that I can think of right now is that for some strange reason you have forced AA in CCC. Did you check that? Go to CCC and see if it's set to be controlled by application. Also, no AAA. Or maybe your PCI-e slot is stuck at x1? Please check GPU-Z if the card is running at x16.

Maybe a dumb question but with the Windows install did you install your motherbord chipset drivers to the latest? I'm almost at a loss but I know the fix is going to be a "slap to the head moment".

Hm.. You think my card is broken or should i wait for new drivers? Obviously my GPU score is way too low what it should be... :(

Pop a Megahalems with ICD7 and a 120x38mm fans (Panaflo or San Ace H101) on your 940 and OC that puppy to 3.6GHz+

High NB and fast RAM timings are more important than raw clock speed so make sure to keep those as high as you can as well.

lol, you're running your 940 BE at stock 3GHz and sitting there wondering why your score isn't higher???

Overclock it to at least 3.6GHz and it'll clear that BOTTLENECK right up. Also, overclock the card to 900MHz/1300MHz. I have the 940 BE (@3.7GHz) and XFX 5870 (@900/1300), and score around 19,700 in 3dmark06.

may have missed it if it had been asked before. What motherboard do you have?

could be a pci-e setting?

maybe you have some AA forced on in the CCC that you don't know about?

while you are playing crysis or another demanding game, have you checked your cpu frequency? I had the same problem but for the life of me i can't remember how i fixed it. every time i played a game, my 955 would go to 1000 mhz, which is very weird because its CnQ are 800 2100 and 3200.

I'm not wondering about my cpu score-.-

It's the gpu score, i score 11K GPU SCORE. A guy with almost the same setup 15K.

A guy with E6850 scores 5K cpu, and 14K gpu. -.-

Yeah, can you check if both your GPU and CPU clock up when you game? If you have 2 screens, just put the GPU-Z's sensor tab and the main tab of CPU-Z on the other screen and run a game. I also think there's a way to have an OSD in games when running RivaTuner that will show you all the clocks too.

If that one doesn't work, no idea. It doesn't make much sense then :p Also, did you install DirectX9 ? It doesn't come standard with Vista/Win7, you have to manually download it from Microsoft and install it. It could explain the low scores in Crysis (Enthusiast = Crysis Warhead = DX9). Also, All Enthusiast and AAx4 = no way, no matter the power you're throwing at Crysis. Well, maybe HD5870x2 QuadFire...
