If I lived in Washington DC. Thats like saying Radar Detectors are illegal in NY.

I've seen its detracters do tests. It looks like they use Photoshop. Essentially they play with the plate image, convert it into a negative, and there you are a perfect image of the plate with all numbers and letters intact.
