I've seen The Southern Poverty Law Center (which is a HUGE scam group raking in cash and pretending to be poor, other legitimate groups with similar goals hate their guts) categorize groups as "hate groups" which were not legitimately definable in that way by anyone with two brain cells.

It's a bully tactic.

In this particular case, you're right. Westboro may be composed of a bunch of assholes who better hope God isn't real, because they're not doing much to get on his good side, but their douche-nozzle behavior is almost certainly legal. But in general, I think you're absolutely wrong. There are plenty of legitimate "hate groups" in the US that either implicitly or explicitly encourage violent reaction to narrow-minded dislike of others. THAT is not a protected activity, and calling people out for engaging in it isn't "bullying".

There is no list that causes you to lose any right to freedom of assembly, and that "hostile entity" nonsense was something you pulled out of your ass. The US protects free speech rights more strongly than probably any other country in the world. As long as you're not directly instigating violence you can spew whatever hate you want and you're still completely protected by the First Amendment. This idiotic petition just shows how worthless internet petitions are.
