Sorry, it just doesn't. Quebec is a huge producer and exports almost all of their product. Their goal is huge quantities for export, not quality. If you want high quality producers you need to look at small producers in the US or UK.

There's no small producers in Canada? We buy local maple syrup all the time.

Local does not equal small and small doesn't necessarily equal quality, nor does local. For example, someone lives next door the SPAM factory.
