There are enough peeps here that would attempt to abuse the system.

It has been demonstrated again and again.
Both when pics were allowed in the sigs (as stated above) and the immaturity of the girly threads.

Recently, the crack-down in OT this past week is an example of the types of people that are willing to abuse/cripple the system for their own perverted pleasures.

The best method to accomplish this (in my opinion) would be employing an entirely client-side solution, where you could substitute particular avatars in for the defaults. It's not worth the trouble it would cause to simply allow user-uploaded avatars.

On a side note, it still annoys me that we have flag/ribbon avatars... but I guess that means I hate america or something.
