perpetual restart, memory problem

the computer is a refurbished HP m9340f.
Q6700
6GB ddr2
Nvidia 9500GS
Windows Vista SP1 64bit

The computer will restart on startup. Sometimes it happens when the OS is loading, and sometimes it happens when I try to log in to my user. However, it only seems to restart when I try to log into my user account, and not anyone else's account. I ran the computer in safe mode last night without any problems, but when I tried it just now, it said my activation has expired when I log in, and now I can't run the computer in any of the three safe modes.

After starting up windows and logging into an account other than my own, task manager only sees 2GB of RAM instead of 6GB. The computer starts sending me error messages saying that I need to close internet explorer because there is not enough RAM. Everything else appears to work fine.

Any thoughts? I haven't tried anything to fix these problems as of yet.
