If you have too many special sound options turned on and the card is really poo then I think it might.

if your sound card is not fully direct x complient, it might lower performance. In outcast, it says my sound card is not direct x complient and will lower fps.

yes, it does but the performance cut will depend on the game's sound option.

Indeed, most currently available sound cards re supported the basic sound effect and 3d sound.
