The way I read it, you have to buy 8 2-liter bottles of Pepsi product AND 3 bags of Frito Lay stuff to get one rebate which will repay you the total purchase price of the 11 items as long as the total doesn't exceed $21. (ex. 8 bottles Pepsi @ $1.50ea = $12 plus 3 bags chips @ $2.50ea =$7.50. You get back $19.50.)

Just bought em and there was a tearoff pad next to the pepsi products of a 3-1/2" x 5" form rebate. I would recommend you use this instead of the printed pdf linked above, since the language states 'complete this original mail-in form'.
