I'd call the cops and more than likely be on my way over there with my gun. But that's just me and I'm sure most would think me an idiot.

Just make sure your gun is well out of plain sight. If you knock on a neighbor's door during a situation like this only to find out it is a false alarm and they see you packing a shooter then that could make them feel very uneasy about you depending what kind of people they are.
 
And I am reminded, on this holy day, of the sad story of Kitty Genovese. As you all may remember, a long time ago, almost thirty years ago, this poor soul cried out for help time and time again, but no person answered her calls. Though many saw, no one so much as called the police. They all just watched as Kitty was being stabbed to death in broad daylight. They watched as her assailant walked away. Now, we must all fear evil men. But there is another kind of evil which we must fear most, and that is the indifference of good men.

If I followed that logic then I would be walking out of my place at least 5 times a night within a 3 hour time span and my place isn't even that noisy. That's the problem. Even in places where the noise level is about average you will never get everyone to check out everything because they naturally zone it out. You would be shocked how much regular muffled noise can sound like muffled cries for help in a lot of places. I am more of a fan of paying for the installation of a panic button. It's really cheap and does the job.

Yup. Only once I called the cops on my neighbours and I learned my lesson:

It was 5AM on a Saturday morning. I kept hearing muffled sounds of a person saying STOP! then some grunts and such. It sounded really weird, and her husband seemed like kind of a douchebag wife beater type... so after hearing STOP! NO! for a half hour I called the cops.

Cops show up in 6 minutes (holy crap) and it turns out she was in fact saying STOP! and NO!... while playing with her dog. At 5AM...
