Regardless if it's a cyclist, a driver or a pedestrian, everyone thinks they have the right of way

No I doesn't say that at all. It says they can't step out in front of a car if their isn't enough time for the car to stop. If their is time for oncoming traffic to stop they can step out just fine and the car must stop.

Um It does say that Nimrod. What I quoted is the actual text of the ordinance. You are making up your own version of what it says.
