People are very closed off to strangers

So here I am trying to make small talk with this really, really hot girl but all I'm getting are replies that are a few words long.

I guess it doesn't help that her english sounds broken.

Maybe I'm just hideously ugly. :Q

I generally don't initiate any long conversations with anybody I don't know or know very well. I usually let them initiate the conversation.
Depending on if they're freaks, annoying, arrogant or whatnot, I may or may not try to avoid them every time I see them.

Perhaps its natural human instinct too??
