Not counting processing capabilities, is it better to get a Pentium III regular CPU or a Celeron for a laptop. I heard that a "desktop" CPU draws more power from the battery when in use?

Yes it will draw more power but if you are going to be mostly sitting at home or office with it plugged into the mains then this isn't something to worry you over. It's down to if you want performance of cost effective performance.

I have a PIII 700MHz laptop given to me at work. It does draw more power vs. a Celeron, but Intel has a utility that lowers the speed to 550MHz when I'm using battery power to assure longer life. Of course you can turn it off if you prefer. PIII laptops are much better than the Celery's which are actually being phased out of the laptop scene.

I have 2 laptops on with a 500piii and a 600 celeron, the piii is easily quicker in something such as photoshop

The utility "speed step" is built into the cpu/bios. don't need to do download anything.

BTW, the Sandra benchmarks on my Dell Latitude PIII 700MHz laptop are: CPU 1860/944, MM 3816/4669, Mem 308/367. My memory benchmarks improved about 15% after using WPCredit to enable the 4-way interleave on the PC100 CAS 2 memory. Man do I love that program! A Duron laptop will probably beat these numbers easily. :D
