Do regular pentium 4's need thermal compound like arctic silver III? cause my idle temp for my 2.4b cpu is 44 C and after playing gta3 vice city it's 53 C, also, would case fans help lower it as well? I dont have any running right now

Scrape all the black and foil off the heatsink... Throw on some artic sliver.

My 2.4@3.0 that i built maxes around 50 C with retail heatsink and fan.

Those temps are good. No need to worry.

If you are concerned about a case fan, compare your motherboard temp with the room temp. They should be close to equal.

But either way, I wouldn't bother adding the noise. Your temps are just fine.

My 1.6A at 2.2 hits 60 under load also. I find it hard to believe that some people max out at 45 with retail cooling while I'm hitting 60c, so I think there's probably some variation in how the temps are being reported through the motherboard. Either way, as long as you're not getting near 70c, there's probably nothing to worry about. Throttling begins at around 75c IIRC.

[soapbox] What motherboard are you using? Some are fairly accurate, some not even close. My current mobo, Abit IC7 reads 47C idle. My last mobo, Ablatron PX845PEV Pro read 17C idle. Same CPU/HS/Fan/Vcore. You cant compare CPU temps of two different types of mobos. Ambient temp also makes a difference.[/soapbox]

I just use the stock fan with my P4 2.4b. 45C-50C no load, 60C load. Intel spec for max safe temp is 70C.

I use an Abit BH7, and also, I use speedfan to determine my temps, but there are three temps, how do i figure out which one is which

With the P4 you dont really need to worry about temp because of throttling built into the chip

BTW - Abit boards are notorious for reporting high temps

Abit boards tend to report temps on the high side. My IC7 reports ~ 15 - 20C high! To tell which one is CPU, run something like Prime95 or CPUBurn and see which temp goes up quickly.

This box ranges from 40-55c (stock cooling, side removed w/desk fan pointed in). 2.08mhz is 'normal', 2.42mhz is pure game mode ;)
Can't really get it above that without degrading something very quickly (voltage/heat/RAM?/etc...).

I think one temp is system temp, one is cpu temp, but im not sure what the other one is, because it goes up as fast as the other one when playing gta3

Regardless of your current temps, I think everyone can agree that you will run cooler with Arctic Silver III. I don't dare install a heatsink on ANY cpu without it. As far as going into the 50's, that's pretty normal with the older Athlons, but P4's are designed to run much cooler than that. I overclock my P4 1.6 to 2.1GHz, and run idles around 33C and 45 full load in Prime95. I use AS III and a Alpha heatsink w/ 80mm 27cfm fan. Also, one intake and one exhaust 80mm 21 cfm fans (panflo).
