Pentium 4 Extreme edition Error 3.2ghz locked at 1.6 ghz

I have a sager notebook d900t series running an intel pentium 4 extreme edition cpu clocked at 3.2 ghz with hyper threading with the code name Gallatin.

I ran the recent version of cpu z and on the specs side, it says
Intel Pentium 4 extreme edition 0mhz

"0 Mhz"

lol

core speed is at 1600 mhz
multiplier is x8.0
bus speed at 200mhz
rated fsb 800mhz

no recent mods or access to the bios,
but i'm assuming its a bios glith.

worked fine a few months ago.

Any suggestions or conclusions why this is happening.

the cpu-z program continues to see it as 1.6 ghz operating frequency even at high loads.

I only wished this was a core 2 duo,
this is a desktop cpu so it shouldn't have any power saving features.
 
hey,

i had to restart the computer a few times.

seems like its a motherboard glitch.

its now back up to 3.4ghz with hyper threading.

when the core was locked at 1.6 ghz, it was chugging out high definition movies horribly,
supa laggy.

now with the multi restart and at 3.4 ghz, high definition movies are at the 75 percent mark on the cpu usage.

oh and cpu z identifies the id of the cpu at

0 MHZ

even though core clocked at 3400 mhz
