Pentium 4 640 running at lower than stock speed why??

well i have a pentium 4 640 and my asus probe says its running at 3.2 ghz and 16x however cpu-z says its sometiems that but sometimes 2.8ghz and 14x is this some sort of speed steping?? also when i overcloked it to 3.8hz it would be reported as 3.4ghz sometimes in cpu-z

P.S. when overcloking whats better for performance 3.2ghz 200fsb x16 and ram running at 267mhz or 3.8ghz 233fsb x16 and ram running at 167mhz

Thats because its overheating and throttling. Thats why everybody I know won't buy Intel lately, and buys AMD.

no its not overheating its runnign at 41 degrees C

also how do i disable EIST
 
Well, maybe it IS throttling. Maybe the temp reading is off, or maybe its throttling anyway. Its a fact they DO throttle under certain circumstances.

Wrong again. It's SpeedStep. His system is not running at load and reducing the systems multiplier. My Intel 640 oc'd to 4ghz at load was 44c. Lower than my X2 4400+. So many people have major dillusons about the temps on Prescotts.
 
LOL. If you are concerned your chip might be throttling, grab ThrottleWatch. Do a Google query and download it.

IF the chip were throttling, I'm fairly certain it would throttle A LOT lower than 2.8GHz.
