Win95 would run on that, but you might want to look into some flavor of linux.
 
I'd lean towards a linux flavor, but you could probably install an old Windows NT OS as well. I don't remember the requirements for NT4, but I recall it running at 16MB of RAM.

Truth be told, that laptop is little more than a paperweight. Toss it.
 
I like to pull the HDDs apart and get the magnets out of them. There are allot of things you can do with those magnets.
