peltier, how do you mount it?

ok i think i'm beginning to understand what a peltier is, what i don' realice too clearly is what happens if you do not completely dissipate the heat out of the hot side, does it crack, does the processor under-cool, or what, and on the other hand, does anybody know where in spain i can get this kind of parts (peltier, decent hsf for it, arctic silver...) this seems to be a desert for oc (to me at least, i don't know where to go)
