Anyone here use it? Do you get blocks often even while surfing the net? Is this normal for as many IP's thats blocked?

I used to use it. And, yes, it will block stuff when you are surfing normally. I remeber it blocked sun's page and blizzard's page.

Does anyone know how effective it really is ?

You can tell it to always allow port 80, 443, etc so that your browsing works fine but your P2P app is still blocked. There are blocklists for ad sites, did you load one of them?

It stops the traffic if that's what you worried about. As for saving you from prosection, that's impossible to determine. For some P2P protocols it might not make a difference, for instance bittorrent uses a tracker to keep track of all the connected peers so technically if the 'bad' guys can connect to the tracker they can get a list of peers and I would consider that good enough for prosecution since you're obviously participating even if they can't connect directly to you, whether your local courts agree is another matter.
