peer review at work; good or bad

Okay, been at this job 2-1/4 years, promoted to "team lead" after a year (almost no space for moving upward in the department). Our manager has issues with getting regular reviews done (him and supervisory staff reviewing us). They've tried a few different ways of doing it and while they all worked for ONE round, they never worked beyond that. They kept wanting to do monthly reviews, but they didn't work because it takes so much time to do the paperwork.

So now, on Friday my manager gives me an envelope. Inside are 3 review forms, with one other person's name on each one. They're calling it a "360 review". Basically it's a peer review - I get to review the two other leads and one supervisor. The regular techs will probably review one lead, one supervisor and one other tech. My manager didn't like spell out exactly what all this is doing, he just said to have it done by Monday and that it would be considered with our YEARLY reviews as well (the ones that decide our bonuses and raises). He didn't make it too clear exactly how they'd figure into our yearly reviews.

My first problem is that one of the other leads is also my roommate, and my ex-girlfriend's brother. Sort of a conflict of interest; I think they know I'm still objective, but it might look odd outside the department.

Second, I just don't think this is right. My job as a lead isn't to do official reviews of people, especially not ones where it might impact on their yearly review, bonus, and raises. Quick simple reviews, going over things somebody might not be doing well, that's fine for me to do. But it seems to me that my manager and supervisors have decided to dump the work of reviews off on the rest of us.

Even if you might consider that as a lead this could be part of my job, I don't think having all the regular techs do it is right. I don't think that the lower level workers' reviews of supervisory staff should be considered official review, that's what management is supposed to be doing, evaluating their supervisory work.

Plus, he gave us no instruction on how to do the reviews. He didn't send out an email explaining the process, he just told each one of us one by one what we needed to do, very briefly. So we don't know if we're supposed to be comparing people to the entire group, or just to others at their level, or just on their own merits on a completely unrelated scale to anybody else.

We spent thousands of dollars and a lot of time on the whole 360 degree reviews here at my work only to have them fail miserably.

A big "We Told You So" went off to the people in the company who thought this was a good idea. ;)

Guy at my office does jack-sh*t all day but he is a nice guy. The client site I'm working at is not hard up for money, he doesn't make much, but needs it anyway.

Do you really think I'm gonna tell them he does jack crap or am I going to cover for him knowing that it hurts nobody? That's right.

Thus we can conlude that for me at least such reviews suck.

Talked to my manager as I handed mine to him. Sounds like other people think it's ghey too, and even he knows it's kinda stupid. But upper management put it on the list of things to do for reviews, and while it's not mandatory that he use them, he figures he may as well.

Oh well, I had a good time marking down the supervisor that I had to do . :)
