If I were in the neighborhood I'd be tempted to get some guys I knew & trusted to patrol the area. Couple guys a night wandering around & you might even catch him in the act.

I like this idea, and the idea of a BAT, AND Peper Spray.
If there is nothing for the person to peep at, they will move to the next apartment.
One thing i think you said that was weird was that its a Gated Community, dont they usually have security? Or a fence? or am i missing the point of living in a gated community?

It is gated in the fact that there are gates that cars have to go through and a fence in the front, the reason he has chosen this particular building is quite obvious. It is more isolated than the other buildings. Her building is in the very back of the complex and half of the apartments face the woods. Her "front" door is in the breezway, with all the windows to the bedroom,living room facing the woods her porch is in the back with another door.

That's BS, I'd get some ROTC guys and form up a posse. Get a SUV or minivan type vehicle and camp out in it while someone keeps watch.
