PDF restrictions

I am preparing a PDF file to circulate, and I am going to create restrictions for it to be copied. I will also restrict it from being printed, as I do not want someone to simply print the file as PDF and then get an unrestricted version (if there was a way to allow the file to be printed in printers, but not in PDF printers, I would appreciate it, but I guess it does not exist).

I already created a restricted PDF file with PrimoPDF, and it was just fine: I could not copy or print it from any PDF reader.

Then, I decided to check how hard it was to break into the security of the PDF file. In my first attempt, I downloaded A-PDF Restrictions Removed (the trial version). And in a couple of seconds, it just removed all the PDF restrictions I had created, and the PDF can be copied or printed now. Very fast and easy, and for free.

Is there a way to create stronger PDF security, to make anyone unable from removing the restrictions I created?
