Question PDF Editors: Best choices for maximum number of users

Hey everybody,
I've gotten tasked with looking for a PDF editor that can be used by multiple users. For the best price of course.
At the moment we've got 5 or 6 people that occasionally need to edit PDFs and we've got a subscription for Adobe Acrobat that only allows 2 people on a time, plus the guys in finance are finding it pretty pricey per month for the subscription.
So what have you guys come across for a PDF editor that has a bit more freedom on number of users. Really surprised I haven't come across some sort of server based one.

Why does it have to be server based? There are several free PDF editors for PC.

Well doesn't necessarily have to be server based, I was thinking of how it use to be you could add a computer to a domain that VLA for Office and it would allow you to use if because it had so many users available.
Do you have any particular favorites for free PDF editors?

The new Chrome based EDGE has a built in PDF capability that should be considered.
