Question PDF creation Software

I'm working on a project to create a bunch of PDFs. Basically, I have created a PDF template with labeled fields and I am using a report to form fill the PDFs, like a mail merge. My problem is that I don't like Adobe for the template creation.

I would like to have something that allows the fields to snap together or provide me with coordinates so I know each field is the same pixel length and location. Are there any good free ones out there?

I googled this a few times, but can't find something decent from the searches. I was hoping someone had some experience with one.

I'm using iTextsharp.dll to handle form filling from powershell. Works like a champ.

I'm just trying to get the actual PDF design down, achieve spacing so it's readable and I'll be done.

I ended up using Acrobat DC and used the 800% zoom to get things lined up. It really sucks because the whole process felt like making a form in Paint.
