PCIe locking

Ive been overclocking my new rig

p4 3.0 lga775 AC freezer7
asus p5gdc-v delux
1 gig OCZ enhanced latency rated 2-3-2-6
antec 550w psu
leadtek 6600gt pcie logisys VGA cooler

Two weird things happen

1- As soon as I increase the FSB upon restarting my computer it no longer restarts correctly, it turns completely off before turning back on and booting. It should as u know stay running and just reset the HD without turning off first.

2- I cannot lock my pci-e frequency. I have it oc to 230 FSB right now, 1.6v with a 1:1 mem ratio loosend timings to 3-4-4-8, 2.8v and it will work fine (stable). But when with the same settings I try to lock the pci-e freq to 100, or anything for that matter the comp wont start. Ive heard others have had this problem but seeing if anyone had any thoughts.

Also when setting ram to 5:4 I cant get to 250 fsb and this has to be because of the pci-e inablility to lock its freq. I can get to about 240 fsb.

The first problem really bothers me because this is not healthy for my comp to be powering completely down on restart
