PCI-E 2.0 vs PCI-E 3.0

Can a MB with a PCI-E 2.0 connector support a video card that supports PCI-E 3.0 or is it compatible?

For Example,

Motherboard:

If the MB holds the powersupply and the video card is the only thing that I don't have around.

It should be fine as long as you can supply enough juice and it is a x16 slot. I don't know if that card will be bottlenecked by pcie 2.0

PCIE-2.0x16 vs PCE-3.0x16 rarely performs any different, though surprisingly it can make a noticeable difference in Ryse Son of Rome.
