PCI Device Removal

Is it better to:
1) remove all the software associated with a pci device, then remove it from the device manager, then remove the card,

OR

2) can I just remove the software, then pull the card?

 
No...I was thinking of putting removing my tv tuner from my main computer and putting in a different computer. I was thinking of using that as an htpc next to my main computer. Instead I just found an extra tv. Thanks though.
