I have 2 256MB PC2700 ddr sticks. right now they are running at 2.5 - 3 - 3 - 7. I was wondering, if i increase the voltage, will it be able to do better timings? If so, What is the max i should go if i DONT want to break it, and dont want to put a ram sink on it?

If you have some of those generic 4-layer crappy sticks you can actually burn them out nicely with higher voltage. Else it is almost certainly to increase the frequency, of course nothing is entirely certain. Ramsinks will help if the voltage goes above say 2.7V.

Find out what the warranty is rated to voltage wise so if you do increase it and it fries your covered.
