PC Start-up problem

I'm building a new computer for a friend and here's the specs:

Foxconn 600A01
AMD XP 2800+
Rosewill Ram 512

Rosewill case with 350W powersupply(the problem I think)


So to the problem. I put everything together checked the connections and hit power on the case and . . . the cpu fan spins maybe once and nothing happens. So I tried a different PSU. This time a cheapo 400W and press power on and get maybe 3-4 spins out of the cpu fan and nothing happens. I'm still thinking it is a PSU problem but I wanted to see if anyone had any suggestions for me here. After I post this I'm going to go home and grab my spare Antec 480W and see if she'll startup.

The Rosewill power supplies are not a brand I'd pick either. Maybe a nice Fortron unit is in this system's future 🙂
 
I've had a Rosewill case, power supply, and memory for a year and I haven't had any problems with them (and yes, they were cheap in price). Is there anything obstructing the fan's spinning?
