Pc Stalls in Windows XP "ANNOYING!"

Im running a low budget setup here, however am very satisfied. The problem is that ever since i put XP on my system a few days go my system begins to freeze every once in a while. I had teh SAME problem in Windows ME, however was told to get "rain" and everything owuld be fine, as it was. I tried to place rain in XP however it never appears in teh taskbar. I need some help becuase I dont want to go back to ME.

My Setup:

AMD Athlon 950
FIC AZ11 Mobo
30 GIG WD 7200 RPM HDD
GeForce 2 MMX 400 (My Voodoo 5500 Burned out a week ago )
128 MB. 133 Ram (Generic {My 256 Viking Plate is in the mail} )
Sony CDRW
Creative DVD
Netgear Ethernet Card
Soundblaster Live Gamer!

Since there are alot of smart people here, I hope I can get this fixed soon. Thank A Lot !
 
*If you have DSL/CABLE internet *The reason that this is happening is because Microsoft set some section of code to 1500 when it tops out at 1495 aye I know that it sounds weird but I had to look for days till I could find the hack to fix it
 
Can you provide more information on eactly what "rain" is and what it does? I'm always interested to find new utilities, and this sounds like it might be something I'd like to check out, but obviously if i do a search on Google for "Rain" I'll still be clicking through links next month! TIA.
