PC Shutdowns/Reboots

I built a PC for a friend and he has a lot of random reboots. This sounds like overheating to me, but now the PC will only boot into safe mode. The fact that it wont boot into windows at all makes me think maybe bad hard drive sectors. Does it make sense that in safe mode it would not reboot due to overheating? Would hard drive issues cause the random reboots?

I'm going to have him run motherboard monitor and see what it shows. Anything else I should have him check?
