PC Ready to go

I am planning to buy a PC as a gift to a PC enthusiast with limited budget. This person wanted a PC for video editing etc,. and I want to buy the PC
such that he can use it for many years without upgrading.
I am looking at Micron's Millenia MAX XP Dream Machine direct from them at $2,700. Any advice for me? Would this price come down? When would be a good time to buy?
