In Europe yes. I'm pretty sure it is a requirement there. As far as performance with PFC--> "none" unless you consider saving some $ on your power bill performance. PFC uses the power more efficiently: thats about it as far as I know.

All you have to do to clean up the extra wires is fold them up, zip tie them together, then zip tie the bundle to the upper rail in the case. Not necessary to get a modular power supply to clean up the wiring.

How do you cool all that computing power? I thought I would build something like that but use the nVidia 7000 once they are matured on t he market. If that is all air cooled it has to have an awsome turbine hum to suck all the heat out of the case. I am serious and not ribbing you.

I assume you must be cooling the equivalent of about 4 100w light bulbs in a box as big as a bread box and that is close to convection oven specs.
