PC locked up in BIOS Setup mode

I'm wrestling with an old Micron with an upgraded Intel board and P4. It's a hand-me-down from a neighbor, who said it was working great before he pulled the HDD and gave it to me. I popped in a crappy old Windows '98 HDD, but have been having problems. I started in BIOS mode, as I have done before with no problems before, and it locked up. ESC won't work. There is no hard restart button, and the main power button does nothing. What will happen it I simply switch off the power ar the PSU? I don't see any other way.

Try it without the hard drive. You should still be able to access the BIOS ... if you can then try with a clean hard drive. It won't boot if there is an OS on the drive, as all the hardware drivers will likely be incorrect.

The problem is it is powered on, and in the BIOS Setup screen, stuck, locked up, with no way I can think of to exit, i.e. no normal Shut Down

Just hold down the Power button for about 5 seconds. It will shut down.
