3. I will be buying parts in India

Huh, I just discovered Newegg does India now.

OK, what's your budget in INR? 100K-ish?

Looks like you really need a Quadro, for its driver software - unless you want to try some unsupported tricks with gaming cards.

In the past, new CPUs took a long time to get to India. Now, with Newegg and Amazon, I'm not sure what will happen with the Skylake launch August 5. Do you want to wait and see what happens?

The 970 is junk IMHO you'll waste your time buying it, you can always add more GPU'S down the road so I would suggest the latest greatest 980 TI.

It occurred to me that your budget might accommodate a Haswell-E. And it does appear to. Here's a basic hex-core build:
