1. My PC will be used for maya, real flow, after effects and premiere.
2. My budget is 1500$-1700$
3. I will be buying parts in India
4. online through Amazon new egg and alibaba.
5. No specification on brands
6. I wont be using any of the current parts

8. Pretty high res projects. Sometimes till 3K
9. Will be building in mid August

Looks like you really need a Quadro, for its driver software - unless you want to try some unsupported tricks with gaming cards.

In the past, new CPUs took a long time to get to India. Now, with Newegg and Amazon, I'm not sure what will happen with the Skylake launch August 5. Do you want to wait and see what happens?
 
The 970 is junk IMHO you'll waste your time buying it, you can always add more GPU'S down the road so I would suggest the latest greatest 980 TI.
