I think your choices are:
Radeon 6700 XT 12 GB (cheapest)
Radeon 6750 XT 12 GB (some models may be available at same price as 6700 XT. Raytracing performance is better but it also consumes more power and may run slightly hotter).
Radeon 6800 16 GB (Decent performance. Power and heat are relatively tame).
Radeon 6800 XT 16 GB (More performance for more power and heat)
Geforce 3080 10 GB (this is the minimum you should get on the Nvidia side)
Geforce 3080 12 GB (Slightly more future proof)
Geforce 3080 Ti 12 GB (Better if you can afford it)
Unfortunately, for anything more than 12 GB on Nvidia side, the price and power consumption rises significantly. Go with a 3090 or 3090 Ti only if you are prepared for the additional cost and heat output (though you can undervolt to make it run at sane power levels).
The AMD Radeon RX 6950 XT Reference Design card not only looks great, but also achieves excellent performance, matching the GeForce RTX 3090, but at much better pricing. Because of good optimization and surprisingly good energy efficiency, AMD's thermal solution works very well, too.
