PC Console Problems **REWARD**

I can not get the console to show up on Oblivion 4 the elder scrolls on premium vista. All i have to do is hit "`" and it should show up. i researched it and i heard things like disabling the hid and inferred sensor or something. anyone know anything from experience or knowledge?
*EDIT* Ok I am now a little desperate first suggestion that fixes my problem will get $5.00 via paypal. It is first come first um... money?
*EDIT* I guess there is no way to do what i am trying here. I called the software company and they said since it was made for XP that i could not do it. So my question now is that is there a way to make it seem like xp is running even though if i am on vista

Go Documents ->My Games->Oblivion and open Oblivion.INI

Look for the line:
bAllowConsole=0
and change it to
bAllowConsole=1

I thought I saw you were running Vista?

1.) There's a setting in the Oblivion .ini file to change - don't remember right off what it is.
EDIT: (found it)
Go to Documents->My Games->Oblivion and open Oblivion.INI

bAllowConsole=0
change it to
bAllowConsole=1


or

2.) If you have Infrared sensor, you can go into services.msc and stop it for your current session.
