PC 3d $1800 videocard and monitor

For the design studio I'm working with we want to purchase a new PC, to be used with Adobe Illustrator, InDesign, Rhino3d, KeyShot, VRay.

Base config is Ryzen 5 1600, 16GB RAM, 275GB SSD, 1TB HDD, 550W PSU

For the video card and monitor this is current choice:
Video Card: Gigabyte - GeForce GTX 1070 8GB Windforce OC Video Card
Monitor: BenQ - GW2765HT 27.0" 2560x1440 60Hz Monitor

Doubt if I really need a GTX 1070 or 1060 will be enough. Also for the monitor I was considering

Monitor: Asus - MX239H 23.0" 1920x1080 Monitor
Monitor: Dell - SE2717H 27.0" 1920x1080 75Hz Monitor

Not sure if make sense a FullHD for 27" or will be better a 23" for that resolution.

The decision is whether:
1) The programs you use can be accelerated by a GPU - maybe someone knows or OP can research.
and 2) If yes to #1 whether a faster GPU is worth considerably more than a normal one.
3) If either of #1 or #2 are "no" then I would find the biggest and highest resolution good quality monitor I could fit into the budget.

Finding out #1 is most important; and sorry if I missed something.
For #2 sometimes slow GPU acceleration is many times faster than only a CPU, but a much more powerful GPU only doubles the performance of a slow one. So a less powerful GPU and saving a few $ could be a good compromise if it means you can grab a much larger and higher resolution monitor.

Adobe Suite: OpenGL and CUDA/OpenCL
Rhino3d: OpenGL
KeyShot: OpenGL
VRay (for Rhino3d): CUDA accelerated

so all of them are GPU accelerated for compute or realtime graphics. I need to research the performances of 1060/1070 in the specific packages.

For OpenGL/DX/Vulkan I was reading 1060 as a FullHD max quality graphics and 1070 best for QHD, just want to know first hand experience.

In doubt if I need to invest more on CPU with Ryzen 1700 and less on GPU with GTX 1060

I will probably OC the Ryzen to 3.5Ghz on standard fan and thermal paste, upgraded to 650w PSU for future dual GPU conf, changed RAM for certified with mobo e specific for Ryzen.
