paypal service fee

over on the for sale/trade forum, in the rules it states:

Please Note: PayPal's terms of service now prohibit charging buyers a "service fee" or "service charge."

anyone know of a paypal link that can verify this? need to send it to a seller on a different forum who wants to charge me,

No Surcharges. Under Visa, MasterCard, Discover and American Express regulations and the laws of several states, including California, merchants may not charge a fee to the buyer for accepting credit card payments (often called a "surcharge"). You agree that you will not impose a surcharge or any other fee for accepting PayPal as payment. This restriction does not prevent you from imposing a handling fee in connection with the sale of goods or services, as long as the handling fee does not operate as a surcharge (in other words, the handling fee for transactions paid through PayPal may not be higher than the handling fee for transactions paid through other payment methods). Sellers residing in the United Kingdom and listing items for sale on a UK-based website may impose a surcharge, but only under the following conditions:


Both the buyer and seller reside in the United Kingdom;


The purchase price is paid in pounds sterling;


The surcharge imposed by the seller is no greater than is necessary to recover the receiving fees incurred by the seller;


The seller clearly indicates to the buyer prior to the buyer's submission of a bid or (in non-auction transactions) prior to completion of the purchase that a surcharge will be incurred and the amount of the surcharge.

You can still charge handing though, as long as it's the same no matter what payment is used.

I had a seller that did not take paypal as payment. If a buyer requested speedy service he had a $x fee for rush delivery, and you could use paypal if you wanted.

I thought it was a clever workaround to the issue.

the sellers email included this text, so this is why im requesting him to drop the fee:

Hi, please send Paypal to: <removed>

The total is $627 + paypal fee (2.9%) = $645

I always charge fees to the buyer. In fact paypal and ebay know about it and the way I do it it's completely legit.

Alot of sellers charge an additional 3% for CC Pay Pal payments to buyers even though it is against their ToS. I wonder if Pay Pal actually enforces this rule and goes after the sellers?

Hi CrazyDe1,

Surcharges are not allowed. eBay and PayPal could actually take action against the account if reports are received about surcharging ( a warning would be sent first to discontinue the practice).

***The only exception to the surcharge rule is for UK residents meeting specific criteria***
