Does paypal charge fees on money received from exisiting PayPal funds or money from a bank account?

not if you are a regular user. upgrade to a premier or buisness account and you gat charged 2.9%.

How do I downgrade to a regular user?

Set up another account. I read a post earlier about a bunch of people who did that. Lemme see if I can find it.

i just setup another personal account (my original account is premeir , i upgraded it several months ago to accept CC payments)

you are allowed by their TOS to have one premier/business account and one personal account , but not multiple accounts of one type

Users can downgrade their account once. The user can request if off of the web site (logged in) under the contact us section.
