Paypal question - is this guy trying to screw me?

I bought a camera lens on ebay a couple days ago using buy it now, and sent payment immediately. The auction listing says
PAYPAL ACCEPTED ONLY WHEN ATTACHED TO BANK ACCOUNT. NO CREDIT CARDS OR DEBIT CARDS, THANKS.
About 3/4 of the payment was with funds in my Paypal account, the rest came from my checking account. So today, I get the following email from the seller:
I noticed that the payment that you sent was an instant paypal payment. I specifically requested that paypal only be used when attached to a bank account. The fee is much much cheaper. I need you to paypal the difference in the fee in order for me to send the item. $25 needs to be sent paypal to cover the difference in first fee and the fee for this transaction. I have inserted the URL so you can see where I put it in the description. It is in all caps on the last line. Thanks,

Now as far as I know (and as far as I can tell from the info on Paypal's site) there's no difference (as far as fees are concerned) between funds from a Paypal account and funds from a checking account. He most likely has a "Personal" account & can't receive credit card payments at all - from looking at Paypal's fee page, it looks like there isn't ANY charge to receive money from either a checking account or Paypal account - am I wrong? And second, the $25 is total BS. Even if he has a "Premier" account, the fee would only be about $17.50.

What should I do in this situation? Would reporting this to ebay/Paypal do any good? Personally I feel like telling him to go fsck himself...I know I'll probably end up with a neg, but it won't hurt me as much as it'll hurt him (I have 342, he has 43).


Cliff's notes:
1. I bought expensive item on ebay & sent payment
2. I followed seller's instructions for sending payment (as far as I can tell)
3. Seller is claiming I didn't follow his instructions and wants more money to cover "Paypal fees"

Its against paypals TOS to charge extra for paypals fees. If its not to late get your money back and can the deal.

don't "stick it in him" just yet.

Email him again asking him why your form of payment was not valid. Tell him that you read on ebays TOS and help page that your payment was complete legit with no fees attached. The only fees I know of are from credit-card and if you have a premiere account.

Also, tell him that it is against the TOS of paypal to charge for fees. Let him know all of this and try to work it out. If it doesn't work after that, then nail that neg right up his colon.

There are PayPal fees for premier accounts REGARDLESS of the funding source.

don't go prehistoric on his a$$ just as yet.

be calm, tell him he's going against TOS and you did nothing wrong.

go into the offensive in a discreet fashion, you can emit a lot more power than just being rude or obnoxious. and paste the TOS page and bolden the text where he's going against it and point it out. play ball with him :)
