Paypal Question, confirming address?

I've been selling on the forums/ebay for a long time and this is the first time i ever herd or recieved an eCheck via paypal. I basicaly sold a 90 dollar shipped CPU and this guy sends me an eCheck as payment! What is an eCheck? Not only that, paypal says seller protection is ineligible for this buyer and his shipping address is unconfirmed. He also only has one feedback on ebay and its from buying an item that i cannot view as its past 90 days.

Paypal states "If a transaction is ineligible for coverage under the Seller Protection Policy, PayPal is unable to offer protection against fraudulent chargebacks." Basicaly he can go to his bank in a month and file a report saying that "my card had unauthorized usage" and the money will rollback to his bank and paypal will take it from me.

Paypal also states "The eCheck payment you have received will show an Uncleared status until the funds have cleared from the buyer's account - usually three to four business days. Please do not ship any merchandise to the buyer until this payment clears."

What should i do? The real question is that once the payment IS cleared in four days...do i get seller protection and can he do a chargeback still? I already paid the auction fee and this is really annoying me. Why do i get the feeling that this is a scam?

EDIT: The guy doesnt know how to get his address confirmed. I myself dont even remember. Does he have to add a debt/credit card to his paypal to get his address confirmed? Or is there another way to get get his bank account confirmed?

it will take about 5 business days for the echeck to clear. DO NOT ship until that happens and you have the money in your account.

edit: while all buyers have to start somewhere.. and he might not have a credit card, so only uses echeck... if your instincts tell you that this is a scam, then trust them and tell the buyer you need some other form of payment.... or htat you will not ship to an uncomfirmed address.

echecks are legit...

however, I would suggest not shipping to an unconfirmed address. Refund the sellers payment and move on.

alright, cuz i was just hoping it wasnt another one of those western union money order type thing lol

echeck is just straight from his/her bank account. the person doesnt have a credit card on file or i believe you would just see it as instant.

btw its all i pay with since i rather not have my credit card on file with paypal.

regardless the shipping address is unconfirmed so i would be cautious.

Set your Paypal account to accept payments from confirmed addresses ONLY. That way you have nothing to worry about. EVEN IF the echeck clears, IF he claims he didn't get the item and EVEN IF you have a proof that he did get it, you will still lose the money simply because you shipped to an unconfirmed address.

heh..didnt even know that option existed...but if i refund his payment...then what? We will trade negative feedback in a firefight? It does say hes vertified for all its worth. Perhaps i should request that he gets his address confirmed and wait the transaction out?

Verified = bank account

Confirmed = credit card

He will have to attach a CC to his account to become confirmed.

Unless I'm mistaken..but I believe the above is correct.

Well i sent him a polite request that he confirms his address or send another form of payment because i refuse to ship to a unconfirmed address due to what LukFilm said. I better link him to this forum too.
