Well i called my bank on saturday and i told them if they can stop it and they said the could and asked me what company and how much there taking out. The are gonna charge me 35 bucks for this. no worries.

thing is they said today (Tuesday) That it will be in effect. paypal says tomorrow they are gonna take it out. So assume i should be safe from them taking the money out?

You can't do anything about it.

I had two transactions of $1600, and 1 was a mistake from my dumb-ass. I called to see if they can stop it and they simply said no. They claim to not have control over it. I simply waited it out and transferred it back, lead time was like a week.

Yeah, PayPal uses the ACH transfer method, which is the method preferred by corporations that are transferring funds electronically. It's basically automated and there's nothing they can do to stop it once it starts.

The other bank transfer method is "wire", which requires a human on either end to perform the transaction. It costs more than an ACH, so that's why PayPal doesn't use it.
