Paypal only charges if you pay by CC right?

If someone has money in their account and they transfer it, does paypal still take some money off that? Or is it just CC transfers?
 
If you haven't upgraded your account to accept CC funds then you shouldn't receive any type of fee. If the account has been upgraded to accept CC funds then they take fees on anything. I believe you can downgrade the account twice. I know a few people who have two PayPal accounts. One for CC funds and the rest is for non-CC funds.
